Why is the 63 mm rated higher than the 38 mm?

Because it is built with a heavier wall for bulk duty rather than scaled up from the smaller sizes. Do not assume the pressure falls as the bore rises across this range: check the figure for the size you are actually buying, which here is 0.8 MPa at 20°C.
